Which appendix to chooseThe appendix applicable to a given bird is determined by the CITES management authority of the country of origin, based on its documented ancestry. Usual rule of thumb: as soon as an Appendix I ancestor appears within four generations, the file is handled under Appendix I, not Appendix II. If in doubt, select Appendix I, then have the appendix confirmed by the management authority before filing anything. This selection does not amount to an official classification.

Order of requests, read this before anything else

A hybrid with an ancestor listed under Appendix I is treated as an Appendix I specimen. The European Union traces parentage back four generations. Treating such a hybrid as Appendix II is the most frequent and most costly mistake in a file.

Rules change, and practices vary from one country to another, sometimes from one office to another. A rule verified six months ago may have changed since. When in doubt on a specific case, the official source always takes precedence over what this page shows.

Seasons and deadlines to count back from

The recurring cycles and administrative lead times that decide when a file has to be started. They are planning benchmarks, not commitments: check the scenario above for the rules that apply to your case.

1. What date are you aiming for

A sale, a competition, a delivery agreed with a buyer. It's the finish line, not the starting point.

2. What's the lead time to count back

The processing time of the authority in charge, which depends on neither seller nor buyer and stretches out when demand is high.

3. When to file

The target date, minus the lead time. It's the only date that actually commits the seller, and the one that gets missed most often.

Counting backwards

Three pieces of the export file have a short validity window. They get triggered last, never first: obtained too early, they expire before departure and everything has to be redone.

CITES export permit

Valid for six months from the date it's issued. It's the longest-running counter, but also the slowest to process: it's the time it takes to obtain that sets the filing date, not the validity period.

30 days

Avian flu and Newcastle disease tests

Valid for thirty days. They depend on a lab turnaround time the seller doesn't control, and their expiry blocks the whole file even when every other document is in order.

7 days

Clinical examination

Valid for seven days. It's the last step before departure, with zero room to manoeuvre: a flight pushed back a week means a new examination.

What the public tool doesn't do

Consulting the rules, the documents and the validity periods stays free and open. The timestamped PDF file for a scenario, saving a scenario to resume later, linking it to a transaction file, and real alerts on validity counters, which require actual issue dates, require an approved account.

Rule registry

Every published rule, for any scenario, with its verification date and the date of its next review. A rule whose review date has passed stays displayed as is: we'd rather show an honest date than erase it.
